Session 1: Strategic Foundations – Planning Large-Scale Change and Workforce Restructuring

Our guest speakers for this session are Tom Long and Esther Maxwell from Shakespeare Martineau and Siobhan O’Reilly, Director at Siobhan O’Reilly People Solutions Ltd (formerly Human Resources Director at University of Sussex).

  • Legal/Technical Focus:
    • The legal framework for organisational change in HE (e.g., redundancy laws, consultation obligations, equality considerations).
    • Strategic workforce planning in an HE environment—balancing institutional needs with legal and financial constraints (including pension considerations).
    • Programme teach-out complexities—how curriculum delivery obligations impact redundancy planning.
    • The impact of university statutes on change—understanding how institutional charters, ordinances, and statutes affect redundancy processes.
    • Governance considerations—navigating approvals from governing bodies, boards, councils, and committees to ensure compliance and institutional alignment.
  • Interpersonal/Wellbeing Focus:
    • Understanding the human impact of change—supporting employees through uncertainty.
    • Communicating change with empathy and transparency.
    • Effective collaboration across multiple functions, including Strategic Planning, Finance and Project Management.
    • Managing HR’s own emotional response and building resilience from the outset.
