National Audit Office - survey on IR35 reforms

BUFDG have been speaking with the NAO this week, who are currently undertaking an investigation, "Lessons from implementing IR35 reforms" when they were bought in for the public sector in April 2017.  They are seeking your input into this review to help identify any problems you encountered from your experience of implementing the off-payroll working rules.  BUFDG have fed back some comments but now it's over to you for more practical and specific experiences.  

Message from the National Audit Office

The National Audit Office (NAO) is conducting an investigation into HMRC's reform of off-payroll working rules (IR35) in the public sector which placed new requirements on public bodies from April 2017. The NAO wants to better understand the experience of public bodies implementing these requirements, the challenges in doing so, as well as lessons HMRC can take from the experience of the organisations going through the process. 

They are therefore asking representatives of Higher Education Institutions (HEIs) to respond to a short survey. The survey asks about your experience of off-payroll working and views on the reform. It should take no longer than 5 to 10 minutes to complete.

The person best placed to respond to this would likely be a senior staff within the HR or Finance function. If you think a colleague might be better placed to respond to the questions we invite you to share the link with them. You are also welcome to fill in a separate survey each, but please clearly state your title and organisation's name if you choose to do so.

You will notice that there is a drop-down menu in the beginning of the survey to identify the type of organisation responding. Since this does not include HEI as a standalone category we ask you to please choose ‘other’ and write in HEI when prompted.
